FIRST PART
Purpose, Scope, Basis and DefinitionsPurpose and scope
ARTICLE 1 – (1) The purpose of this Regulation; It is to regulate the procedures and principles regarding the aims, fields of activity, management bodies, duties and working methods of the Istanbul University Child Protection Application and Research Center.
(2) This Regulation; It covers the provisions regarding the aims, fields of activity, management bodies, duties and working methods of the Istanbul University Child Protection Application and Research Center.Rest
ARTİCLE 2 –(1) The purpose of this Regulation; It is to regulate the procedures and principles regarding the aims, fields of activity, management bodies, duties and working methods of the Istanbul University Child Protection Application and Research Center.
Definitions
ARTİCLE 3 –
(1) In this Regulation;
a) Child: A person who has not completed the age of 18 according to the Child Protection Law No. 5395 dated 3/7/2005,
b) Advisory Board: Advisory Board of the Center,
c) Child in need of protection: A child whose physical, mental, moral, social and emotional development and personal safety are at risk, who are abused or who are victims of crime, according to the Child Protection Law,
ç) Center: Istanbul University Child Protection Application and Research Center,
d) Director: The Director of the Center,
e) Rector: Rector of Istanbul University,
f) Juvenile delinquent: a child for whom an investigation or prosecution has been made for allegedly committing an act defined as a crime in accordance with the Child Protection Law, or for whom a security measure has been decided due to the act he has committed,
g) University: Istanbul University,
ğ) Board of Directors: The Board of Directors of the Center,

Objectives and Fields of Activity of the CenterThe aims of the center
ARTICLE 4 –
(1) The aims of the Center are:
a) By providing cooperation and coordination between the relevant departments of Istanbul University Istanbul Faculty of Medicine and Cerrahpaşa Faculty of Medicine, and primarily the departments of Forensic Medicine, Pediatric Surgery, Pediatrics Health and Diseases, Child and Adolescent Psychiatry and Diseases, and the Center's fields of activity and related disciplines. To provide an environment in which applications and researches regarding the diagnosis, treatment, prevention and follow-up of the treatment of children in need of protection or driven to crime will be carried out.
b) To take the necessary measures within the scope of the relevant legislation for the protection of children who apply to the university hospitals, need protection or are driven to crime, from abuse, and to monitor the diagnosis, treatment, prevention and treatment of these children.Areas of activity of the center
ARTICLE 5 –
(1) In order to achieve its objectives, the Center carries out the following activities within the framework of the Child Protection Law and other relevant legislation:
a) Upon the request of the relevant institutions and organizations, provided that they comply with the provisions of the Constitution and relevant legislation;
1) To provide diagnosis, treatment and follow-up of abused children,
2) To carry out the preliminary examinations and evaluations necessary for the determination of the criminal responsibility of the juvenile driven to crime,
3) To carry out studies to reveal the chronological age of children,
4) To provide counseling to reveal the child's lineage and to cooperate with relevant laboratories,
5) To establish a database by making efforts to keep the records of the cases applying to the center in a standard way and from one hand, and to be in contact with other child monitoring and protection centers in this regard,
6) To cooperate with institutions and organizations related to children in need of protection or driven to crime and to be in contact with other child monitoring and protection centers in this regard,
b) For the purposes of the Center;
1) To provide training, to organize in-service training programs and seminars for academic staff, students, physicians and other health professionals within the university,
2) To carry out educational activities for the society in order to increase social awareness by disseminating education programs,
3) Developing programs and projects, encouraging and supporting scientific research,
4) To provide consultancy services,
5) Participating in scientific research, examination, courses, seminars, conferences, congresses, education and training programs held in the country and abroad, supporting these activities and organizing national or international programs on this subject,
6) To make printed, visual and electronic publications related to the field.THIRD PART
Governing Bodies and Duties of the Center
The governing bodies of the center
ARTICLE 6 –
(1) The governing bodies of the Center are:
a) Director,
b) Board of Directors,
c) Advisory Board.Manager
ARTICLE 7 –
(1) The Director is appointed by the Rector for a period of two years from among the faculty members working in the activities of the Center at the University. The Director whose term of office has expired can be reassigned in the same way.
(2) The Director is responsible to the Rector for the regular execution and development of the Center's work.
(3) A maximum of two people among the University lecturers working in the activity areas of the Center are appointed by the Director as the Deputy Director.
(4) Assistant Managers perform the duties assigned by the Manager.
(5) When the term of office of the Director expires, the duties of the Deputy Directors also terminate automatically. When the Director is not on duty, he appoints one of his assistants as his deputy. If the mandate lasts for more than six months, a new Director is appointed.Manager's duties
ARTICLE 8
(1) The duties of the Director are:
a) To represent the Center.
b) To ensure that the work of the Center is carried out and developed regularly.
c) To invite the Board of Directors to a meeting, to prepare the agenda of these meetings and to preside over the meetings, to implement the decisions of the Board of Directors.
ç) To prepare the annual activity report of the Center and the annual work program for the next year and submit it to the Rectorate in its approved form.
d) To call the Advisory Board to a meeting.Board of Directors
ARTICLE 9 –
(1) The Board of Directors consists of a total of seven members, including the Director and six faculty members or lecturers of the University. Members of the Board of Directors are appointed by the Rector for a period of two years. Members whose term has expired can be reappointed.
(2) The chairman of the Board of Directors is the Manager.
(3) The Board of Directors convenes regularly, at least once every two months. The Board of Directors convenes with absolute majority and decisions are taken with the absolute majority of the attendees. In case of equality of votes, the decision is made in line with the vote cast by the President.Duties of the Board of Directorsi
ARTICLE 10 –
1) Duties of the Board of Directors are as follows:
a) To take decisions on matters related to the purposes, fields of activity and management of the Centre.
b) To discuss and decide on the annual activity report and annual work program of the Center.
c) To take decisions on matters related to research, publication, teaching and other fields of work.
ç) To determine the scientific working groups and commissions to be established within the center.
d) To prepare the long-term scientific and administrative plan and program of the Center and present it to the Rectorate.Advisory Board
ARTICLE 11 –
1) The Advisory Board consists of a maximum of twelve members who are determined from among university lecturers who carry out studies in the activities of the Center or whose work areas will contribute to the activities of the Center, and representatives of other public or private institutions and organizations, individuals and experts from abroad upon their request.
(2) Members of the Advisory Board are appointed by the Rector for a period of two years upon the recommendation of the Director. Members whose term has expired can be reassigned in the same way. A new member is appointed in the same way to complete the remaining term in place of the member who leaves his/her position for any reason.
(3) The Advisory Board meets ordinarily once a year under the chairmanship of the Director. If the Director deems necessary, he may call the Advisory Board to an extraordinary meeting.Duties of the Advisory Board
ARTICLE 12
1) The Advisory Board is an advisory body and its duties are as follows:
a) To evaluate the long-term scientific activity plans of the Center and to make suggestions to the Board of Directors.
b) To provide scientific and administrative information to the Center in its activities, to share its experiences and to make suggestions.
c) To ensure communication between the Center and related institutions and organizations.
ç) To make suggestions on other issues brought to the agenda of the Advisory Board by the Manager and the Board of Directors.
CHAPTER FOUR
Miscellaneous and Final ProvisionsSecurity
ARTICLE 13 –(1) Information regarding each event and meeting minutes are kept in special files in accordance with the provisions of the relevant legislation. These records and files are protected in the relevant working units of the Center in accordance with the provisions of the relevant legislation, depending on the principle of privacy.

ARTICLE 14 –(1) This Regulation enters into force on the date of its publication.

Assurance of our future, children and young people constitute an important part of our society. It is especially important that this group develops in a peaceful environment away from abuse.
Protecting children and youth from abuse and neglect constitutes the cornerstones of a civilized society. There are primary, secondary and tertiary protection methods to prevent child abuse and neglect.
In our center, children who were thought to have been exposed to sexual and physical abuse and neglect were evaluated, and the necessary medical, social and psychological support was given to the children and their families.
Studies have been carried out on the rehabilitation and adaptation of our abused children. In this process, our center has served with its expert staff in many different fields in the treatment of children and the correction of the psychological trauma they have experienced.
In order to prevent child abuse and neglect, it has been worked with different departments, starting from a common language. Our annual activities, which are reported below, have been carried out in cooperation with the ministries of our state and non-governmental organizations, covering all three methods.
We supported the diagnosis and treatment of abused or suspected abuse cases sent to our institution by the courts, the impressions of abused children during the treatment process, overcoming the traumas they experienced and helping them to be useful to the society. Applications have been made in order to do what is necessary to create quality living spaces.
In order to protect children from abuse and neglect, cooperation has been made with state-affiliated organizations and non-governmental organizations and efforts have been made to implement projects.
The activities of our center, which was established within the body of Istanbul University on May 15, 2018, are listed below.
MAY-JUNE 2019
Meetings were held with non-governmental organizations and donors to support the center's meetings.
We evaluated 3 female and 4 male patients who applied to us with the pre-diagnosis of abuse and neglect in May and June. Reports were prepared.
A consultation was requested from our center for the cases who applied to different departments with the suspicion of abuse and they were evaluated.
JULY-AUGUST 2019
5 female and 1 male patients who applied to us due to abuse and neglect in July were evaluated.
Two female patients who applied to us due to abuse and neglect in August were evaluated.
A multidisciplinary approach to child abuse and neglect workshop was held on 30-31 August 2019 with participants from different regions of Turkey and non-governmental organizations. The program was inaugurated on 30 August 2019 by the ITF dean, vice-dean, assistant chief physicians and ITF Department of Child Health and Diseases.
35 people attended the meeting. Theoretical issues were explained and discussed until noon on the first day of the meeting. In the afternoon, a workshop was held by giving a case to each group. At the end of the day, each group summarized their work to all participants. On 31 August 2019, Prof. Dr. A psychodrama course was given by Figen Şahin Dağlı. The final declaration of the meeting was prepared and certificates were distributed to the participants.
SEPTEMBER-OCTOBER 2019
One female patient who applied to us due to abuse and neglect in September was evaluated.
NOVEMBER-DECEMBER 2019
5 female and 2 male patients who applied to our center in November were evaluated.
In December, 2 male and 6 female patients were admitted.
Eight children who were abused and dragged into crime were evaluated by forensic, medical, psychiatric and social examination, and a health and protection measure was taken against them.
Governorship, Chief Public Prosecutor's Office, Police Department, Provincial Health Directorate and non-governmental organizations were visited.
At the national adolescent health congress held on November 15-17, 2019, a speech was made by the director of our center, Prof. Dr. Ayşe KILIÇ, to assistants, experts and faculty members in the panel on "sexual abuse in adolescents".
On November 29, 2019, a meeting was held as the Istanbul University Child Protection Center within the scope of Özyeğin University Faculty of Law Interdisciplinary Child Rights Studies and our views and studies on this subject were explained.
Multidisciplinary Approach to Child Abuse and Neglect Symposium was held at Istanbul University Congress Center on 21-22 December 2019. About 500 people attended the symposium.
At the Symposium on Saturday, December 21, Assist. prof. Dr. Recep Güloğlu, Dean of Istanbul University Istanbul Faculty of Medicine Prof. Dr. Tufan Tükek, Child Health and Diseases. Head of Department Prof. Dr. Mübeccel Demirkol gave speeches on the importance of a multidisciplinary approach in child abuse and neglect. Specialist Dr. Ethem EROL from Şişli Child Monitoring Center gave information about the structures and activities of child monitoring centers in Istanbul. Prof.Dr. Ayşe Kılıç gave her speech on the importance of child protection centers in a multidisciplinary approach to child abuse and neglect.

In the prevention of child abuse and neglect, the role of artificial intelligence in the rehabilitation of delinquent children and his studies are carried out by Istanbul University engineering faculty doctoral lecturer Dr. İnci ZAİM told us.

They talked about the negative effects of their traumas extending to adulthood.
In the afternoon, Gazi University Faculty of Medicine Social Pediatrics Department Retired Lecturer Prof.Dr.Figen DAĞLI gave a psychodrama course, and simultaneously performed the theater on the Anatolian Education Platform, privacy education for children.
At the end of both days, certificates were given to the participants and a questionnaire was applied. As a result, it was seen that 80% of the meeting was very good, 20% good.
JANUARY-FEBRUARY 2020
Two female cases were evaluated in our center. A forensic report was kept, and social services and child psychiatry were consulted and followed up.
On January 21, a workshop on protection from child abuse and neglect was held for teachers and families in cooperation with the Anatolian education platform.
On February 10, 2020, participation in the educational children's theater named “Visiting the Clumsy of Asia” organized by the Anatolian Education Platform and supported by the Istanbul University Child Protection Center was attended and our center received a plaque for its support.
MARCH-APRIL 2020
1 female and 1 male case was evaluated in our center due to negligence, and health and education measures were taken. In April, in cooperation with Anadolu Education Platform, support was given to the online story book prepared by trainer Gürkan KAP on covid19 infection. This application is provided to families free of charge. More than 1000 people visited this site.
MAY 2020
As our center, we attended the "children's rights in academia" meetings, which were held remotely on May 14-28.
As a result, between May 2019 and May 2020, 25 girls and 10 boys were evaluated for abuse and neglect. Necessary forensic and health measures have been taken and these cases are being followed. This year, a total of 13 theater events were organized with non-governmental organizations and the Anatolian Education Platform.

A healthy generation must be raised for a healthy society. Healthy generations are possible by raising children and young people who are free from all kinds of abuse.
In our center, children who were thought to have been subjected to sexual and physical abuse and neglected were evaluated, and the necessary medical, social and psychological support was given to the children and their families.
Studies have been carried out on the rehabilitation and adaptation of our abused children. In this process, our center has served with its expert staff in many different fields in the treatment of children and the correction of the psychological trauma they have experienced.

3. Meetings were held with non-governmental organizations and donors to support the meetings of the center.
4. On 5 June 2018, in-service training was held for residents (Pediatrics, Forensic Medicine and other disciplines), specialists, child development specialists and students. ITF dean, vice dean and assistant chief physicians attended the meeting and opened it. 28 people attended the meeting.
At the meeting held on 5.22 June 2018, it was decided to prepare a common guideline for the approach to child abuse and neglect.
We evaluated 3 female and 4 male patients who applied to us with the pre-diagnosis of abuse and neglect in May and June. Reports were prepared.
7. It was decided that the cases with suspicion of abuse should be examined by the center together with different departments before making a final judgment.
8. It was decided to ask for consultation from our center for the cases who applied to different departments with the suspicion of abuse.
JULY-AUGUST 2018
5 female and 1 male patients who applied to us due to abuse and neglect in July were evaluated.
Two female patients who applied to us due to abuse and neglect in August were evaluated.
In order to prevent increased mortality and morbidity in the long-term after abuse, it was decided to follow-up by the center in the long-term.
It was decided that the evaluation of children who were abused and dragged into crime should be done at the same time with different departments so that the child would not be victimized.
It was emphasized that a bed request should be made for the center and that 1 nurse and 1 secretary should be assigned.

One female patient who applied to us due to abuse and neglect in September was evaluated.
Patients who applied to Istanbul Medical Faculty and requested consultation from the Child Protection Center will be followed up psychosocially by Filiz Demirsaka and Kemal Güdek.
Social service specialist Melek Durukan will monthly report the status and results of the centralized cases that she monitors and evaluates together with Child Psychiatry (Psychiatry interviews and results, and test results, if any).
In order to keep the records of incoming and outgoing documents in terms of healthy follow-up of the cases applying to the center and official correspondence, a document book will be taken and the date and number of all correspondence will be given. Official correspondence will be made via the ebys system through the Rectorate of Istanbul University.
Of the cases who applied to the Istanbul University Istanbul Medical Faculty Hospital with the suspicion of a forensic case, firstly, the center was informed; It was decided by the relevant clinic to request consultation from Forensic Medicine, Child Psychiatry and social workers, and to report the cases considered as forensic cases to the prosecutor's office.

In December 2018, it was decided to hold a meeting with broad participation at the Rectorate of Istanbul University.

1) 5 female and 3 male patients who applied to our center in November were evaluated.
2) In December, 2 male and 4 female patients applied.
3) Eight child cases who were abused and driven to crime were evaluated by forensic, medical, psychiatric and social examination, and a health and protection measure was taken against them.
4) The logo of the center was made by Bayrampaşa Municipality.
5) Governorship, Chief Prosecutor's Office, Police Department, Provincial Health Directorate and non-governmental organizations were visited.
6) Facebook, Twitter and Instagram accounts were opened to promote the center on social media.
7) Multidisciplinary Approach to Child Abuse and Neglect Symposium was held at Istanbul University Congress Center on 20-21 December 2018. About 500 people attended the symposium. Assistant Rector at the Symposium. prof. Dr.Recep Güloğlu, Governor Assist. Hulusi Doğan, Vice Rector of Istanbul University Prof. Dr. Bahauddin Çolakoğlu, Child Health and Hospital. Deputy Head of the Department Prof. Dr. Rukiye Eker Ömeroğlu, Provincial Director of National Education Levent Yazıcı gave their speeches on the importance of a multidisciplinary approach in child abuse and neglect.
Specialist from Istanbul Provincial Health Directorate, Mental Health Unit. Dr. Pelin Hediroğlu gave information about the structures and activities of the child follow-up centers in Istanbul.
prof. Dr. Tolga Dağlı made a speech about the importance of child protection centers established in universities.
Prof. dr. Ayse Kilic, Prof. Dr. Nevzat Alkan, Prof. Dr. Hayati Durmaz made his speeches on the importance of centers in the approach from abuse and neglect.
